Down with with the Guard Dogs of Imperialism in North Africa -statement from Parti Communiste maoïste de France


Since independence won by the struggles, the wars of national liberation, the bureaucratic and dictatorial regimes, of fascist nature have succeeded in the Maghreb.

How heroic struggles for national liberation turn into fascist dictatorships against the peoples of the Maghreb?

It is good to recall the words of Lenin who said the 2nd Congress of the Communist International:
 "A reconciliation was made between the bourgeoisie of the exploiting countries and that of the colonial countries, so that very often, and perhaps most cases, the bourgeoisie of the oppressed countries, while supporting the national movement, is also in agreement with the imperialist bourgeoisie, that is to say, she struggles with it, against the revolutionary movements " ...
 "As Communists we must support the liberation movements in colonial countries where such movements will be truly revolutionary, as their representatives will not object to what we train and organize a revolutionary spirit the peasantry and broad masses of the exploited. If these conditions are not met, the communists must fight against the bourgeoisie Reform. "

France colonized Algeria in 1830. Tunisia became a French protectorate. In 1912 it was the turn of Morocco. The struggle of the peoples has not stopped (the Rif War, riots in Tunisia, War of National Liberation), all these movements were led by the national bourgeoisie.

Immediately after independence leaders Bourguiba in Tunisia, Morocco Hassan II, the military in Algeria have exercised their dictatorship of the bourgeoisie. This was supported by the imperialists, which in French peace agreements negotiated contracts allowing them to maintain a significant portion of their interests. The cracked down on opponents and particularly the communists. Bourguiba in Tunisia has murdered political opponents, banned for a time the Communist Party and trade union UGTT. 
In Algeria the the wealth has been appropriated by the ruling clique. In Morocco, the iron dictatorship of Hassan II has liquidated and tortured opponents, especially the Maoist movement of Ilal El Aman.

Poverty has risen steadily, accompanied by a brutal crackdown against opponents, workers, trade unionists, students, schoolchildren, progressive lawyers, communists, in the three Maghreb countries, particularly against the PCOT Tunisia and  Maoists in Morocco.

Today the popular revolts are amplified, becoming widespread in Tunisia and Algeria, revolts against high prices, against unemployment, poor housing, against the fascist repression against the leaders 'watchdogs' of the imperialist system and capitalist.
  This shows that the national bourgeoisie came to power defending its interests in the imperialist system, the capitalist system, to which it belongs.

We can not replace a wing of the bourgeoisie by another (secular or not) because it will never question the system of exploitation and oppression.

Only the fight to end the system can resolve this issue.

The conciliators are a hindrance in this fight. Only the leadership of the proletariat leading the People's United Front (comprising workers of the city and countryside, students, high school), organizing the defense can afford to drive to victory, that is to say, the overthrow of the bourgeoisie .

Depuis les indépendances conquises par les luttes, les guerres de libération nationale, les régimes bureaucratiques et dictatoriaux, à caractère fasciste se sont succédés au Maghreb.

Comment les luttes héroïques de libération nationale ont-elles pu se transformer en dictatures fascistes contre les peuples du Maghreb ?

Il est bon rappeler les paroles de Lénine qui déclarait au 2ème Congrès de l’Internationale Communiste : « Un certain rapprochement s’est fait entre la bourgeoisie des pays exploiteurs et celle des pays coloniaux, de telle sorte que très souvent et peut-être dans la majorité des cas, la bourgeoisie des pays opprimés tout en soutenant les mouvements nationaux, est en même temps d’accord avec la bourgeoisie impérialiste, c'est-à-dire qu’elle lutte avec celle-ci, contre les mouvements révolutionnaires »... « en tant que communistes nous ne devons soutenir les mouvements de libération des pays coloniaux que dans le cas où ces mouvements seront réellement révolutionnaires, où leurs représentants ne s’opposeront pas à ce que nous formions et organisons dans un esprit révolutionnaire la paysannerie et les larges masses d’exploités. Si ces conditions ne sont pas remplies, les communistes doivent lutter contre la bourgeoisie réformiste ».

La France a colonisé l’Algérie en  1830. La Tunisie devient protectorat français. En 1912, c’est le tour du Maroc. La lutte des peuples n’a pas cessé (Guerre du Rif, révoltes en Tunisie, Guerre de libération  nationale), tous ces mouvements ont été dirigés par la bourgeoisie nationale.

Aussitôt devenus indépendants, les dirigeants Bourguiba en Tunisie, Hassan II au Maroc, les militaires en Algérie ont exercé leur dictature, celle de la bourgeoisie. Celle-ci a été soutenue par les impérialistes, français qui dans les accords de paix ont négocié des contrats leur permettant de maintenir une partie importante de leurs intérêts. La répression s’est abattue sur les opposants et particulièrement sur les communistes. Bourguiba en Tunisie a fait assassiner des opposants, interdit pendant un temps le Parti Communiste et la centrale syndicale UGTT. En Algérie l’autogestion a été liquidée, les richesses accaparées par la clique dirigeante. Au Maroc, la dictature de fer d’Hassan II a liquidé et torturé les opposants et particulièrement le mouvement maoïste d’Ilal El Aman.

La misère n’a cessé d’augmenter, accompagnée d’une répression brutale contre les opposants, travailleurs, syndicalistes,  étudiants, lycéens, progressistes,  avocats, communistes, dans les trois pays du Maghreb, particulièrement contre le PCOT en Tunisie et les camarades maoïstes au Maroc.

Aujourd’hui les révoltes populaires s’amplifient, se généralisent en Tunisie et en Algérie, révoltes contre la vie chère, contre le chômage, le manque de logements, contre la répression fasciste, contre les dirigeants « chiens de garde » du système impérialiste et capitaliste.

Ce qui montre que la bourgeoisie nationale parvenue au pouvoir défend ses intérêts, dans le système impérialiste, le système capitaliste, dont elle fait partie.

On ne peut remplacer une aile de la bourgeoisie par une autre (laïque ou non), car elle ne mettra jamais en cause le système d’exploitation et d’oppression.

Seule la  lutte pour en  finir avec  le système peut résoudre cette question. 

Les conciliateurs sont un frein dans cette lutte. Seule la direction du prolétariat dirigeant le front uni du peuple (regroupant  travailleurs de la ville et de la campagne, étudiants, lycéens), organisant  la défense peut permettre de conduire à la victoire, c'est-à-dire au renversement de la bourgeoisie. 

VIVE LA LUTTE DES PEUPLES TUNISIEN, ALGERIEN, MAROCAIN CONTRE LA DICTATURE DU CAPITAL !
